Through this innovative mechanism, France decided on an additional bilateral effort to the HIPC initiative. The mechanism provides that the repayments made by the Cameroonian State in respect of the loans granted are returned to it to finance programmes to combat poverty and support economic growth.<\/p>\n<p>In line with this, the C2D Program has had three phases (2006, 2011 and 2016), including interventions and investments in multiple sectors: agriculture, health, education, justice and police, drainage, etc., and in particular Urban Development, which, after targeting the cities of Douala and Yaound\u00e9, was extended to the Regional Capitals, under the title \u00abC2D Urbain Capitales R\u00e9gionales\u00bb with as its main objective the sustainable improvement of access of urban populations to basic services in the cities of Bafoussam, Bertoua and Garoua (C2D 2011 \u00abRegional Capitals 1\u00bb) then Bamenda and Maroua (C2D 2016 &#8211; \u00abRegional Capitals 2\u00bb).&#8221; global_colors_info=&#8221;{}&#8221; sticky_enabled=&#8221;0&#8243;]<\/p>\n<p style=\"text-align: center; color: #000000;\"><a href=\"https:\/\/www.minhdu.gov.cm\/wp-content\/uploads\/2022\/08\/plaquette-logements-MINDHU2015.pdf\" target=\"_blank\" style=\"text-align: center; font-size: 1.2em; text-decoration: none; font-weight: bold; color: #000000;\" rel=\"noopener\">T\u00e9l\u00e9charger la plaquette du projet<\/a><\/p>\n<h3 style=\"text-align: justify;\"><span style=\"color: #008000;\"><strong>Introduction<\/strong><\/span><\/h3>\n<hr width=\" 100px\" size=\"7px\" color=\"#004c99\" align=\"left\" \/>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Le Programme Gouvernemental de construction de 10.000 logements sociaux et d\u2019am\u00e9nagement de 50.000 parcelles constructibles, pr\u00e9vu pour s\u2019ex\u00e9cuter dans les dix capitales r\u00e9gionales (4.500 logements \u00e0 Yaound\u00e9 et Douala, 50 logements par ville pour les 8 autres chefs lieux de r\u00e9gion)\u00a0; six villes universitaires et industrielles (\u00e0 raison de 50 logements par ville)\u00a0; ainsi que dans six chefs lieux de d\u00e9partement (50 logements par localit\u00e9)\u00a0; soit dans 22 localit\u00e9s, se d\u00e9ploie en ce moment dans les deux principales m\u00e9tropoles nationales que sont Douala et Yaound\u00e9.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">La pr\u00e9sente note de pr\u00e9sentation passe en revue son d\u00e9roulement depuis son lancement \u00e0 Yaound\u00e9 en d\u00e9cembre 2009, et \u00e0 Douala en f\u00e9vrier 2010, et s\u2019articule sur les quatre rubriques suivantes\u00a0:<\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><span style=\"color: #000000;\">Etat d\u2019avancement\u00a0;<\/span><\/li>\n<li><span style=\"color: #000000;\">Difficult\u00e9s rencontr\u00e9es\u00a0;<\/span><\/li>\n<li><span style=\"color: #000000;\">Solutions pr\u00e9conis\u00e9es\u00a0;<\/span><\/li>\n<li><span style=\"color: #000000;\">Conclusion et perspectives<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Elle intervient apr\u00e8s la descente effectu\u00e9e sur le terrain le lundi 13 mai 2013, par une \u00e9quipe interminist\u00e9rielle conduite par Monsieur Jean Claude MBWENTCHOU, Ministre de l\u2019Habitat et du D\u00e9veloppement Urbain, accompagn\u00e9 de Madame Marie Rose DIBONG, Secr\u00e9taire d\u2019Etat en charge de l\u2019Habitat au MINHDU, et \u00e0 laquelle ont pris part, les membres du Gouvernement ci-apr\u00e8s\u00a0: Madame Jacqueline KOUNG A BISSEKE, Ministre des Domaines, du Cadastre et des Affaires Fonci\u00e8res, et Monsieur ABBA SADOU, Ministre D\u00e9l\u00e9gu\u00e9 \u00e0 la Pr\u00e9sidence, charg\u00e9 des March\u00e9s Publics\u00a0; ainsi que le Gouverneur de la R\u00e9gion du Centre, le Pr\u00e9fet du d\u00e9partement du Mfoundi, et le D\u00e9l\u00e9gu\u00e9 du Gouvernement aupr\u00e8s de la Communaut\u00e9 Urbaine de Yaound\u00e9.<\/span><br \/>\n<span style=\"color: #000000;\">Ont \u00e9galement pris part \u00e0 la descente, outre les proches collaborateurs des Ministres pr\u00e9cit\u00e9s, les Directeurs G\u00e9n\u00e9raux de la SIC, MAETUR, CFC, MIPROMALO, ANOR, CAMWATER, et les repr\u00e9sentants de la CAA, CAMTEL et AES\/SONEL.<\/span><\/p>\n<h3 style=\"text-align: justify;\"><span style=\"color: #008000;\"><strong>Etat d&#8217;avancement<\/strong><\/span><\/h3>\n<hr width=\" 100px\" size=\"7px\" color=\"#004c99\" align=\"left\" \/>\n<p style=\"text-align: justify;\"><strong><span style=\"color: #800000;\">A\/ Etat d\u2019avancement physique<\/span><\/strong><\/p>\n<p><strong><span style=\"color: #000000;\">1. Travaux de construction des logements<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">A Yaound\u00e9\/Olemb\u00e9, Une 1\u00e8re phase des travaux porte sur la construction de 500 logements par 13 PME nationales (soit 80 logements t\u00e9moins achev\u00e9s\u00a0; 40 autres logements t\u00e9moins sont ex\u00e9cut\u00e9s \u00e0 90%, et le reste, soit 380 logements ex\u00e9cut\u00e9s \u00e0 pr\u00e8s de 70%).<\/span><br \/>\n<span style=\"color: #000000;\">A Douala\/Mbanga Bakoko, 1.175 logements sont en cours de construction par 23 PME nationales, pour un taux global d\u2019ex\u00e9cution se situant autour de 49%, soit 52% pour les 560 logements de la 1\u00e8re phase, et 42% pour les 615 logements de la 2\u00e8 phase.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Dans le cadre du Programme Gouvernemental, une autre phase de construction des logements sociaux est entam\u00e9e \u00e0 Yaound\u00e9\/Olemb\u00e9, et est ex\u00e9cut\u00e9e par une entreprise Chinoise, pour 33 immeubles de 660 logements (sur un total de 1800 logements pr\u00e9vus dans six villes camerounaises\u00a0: Yaound\u00e9, Douala, Bafoussam, Bamenda, Limb\u00e9 et Sangm\u00e9lima) se situant actuellement \u00e0 la 4\u00e8 dalle, pour deux immeubles t\u00e9moins, tandis que les fondations sont en cours sur une partie des 31 autres immeubles. Il convient de signaler que l\u2019alimentation en eau du site des travaux ex\u00e9cut\u00e9s par cette entreprise Chinoise, est assur\u00e9e par deux forages fonctionnels, tandis que l\u2019\u00e9lectricit\u00e9 est couverte par un groupe \u00e9lectrog\u00e8ne, en attendant\u00a0 l\u2019utilisation future du biogaz. Par ailleurs, une entreprise Suisse (COFFOR) est \u00e0 pied d\u2019\u0153uvre sur ce m\u00eame site, pour la construction de 640 logements en phase de fondation, apr\u00e8s l\u2019installation d\u2019une centrale \u00e0 b\u00e9ton et d\u2019une base vie.<\/span><br \/>\n<span style=\"color: #000000;\">A br\u00e8ve \u00e9ch\u00e9ance \u00e0 Yaound\u00e9, il est pr\u00e9vu la construction de pr\u00e8s 1720 logements par la firme Espagnole GAROZ, et au moins 120 logements en mat\u00e9riaux locaux, par le truchement de la MIPROMALO\u00a0; tandis qu\u2019\u00e0 Douala, 1380 logements seront construits par l\u2019entreprise Argentine SISCON. Les \u00e9tudes architecturales aff\u00e9rentes \u00e0 ces projets sont d\u00e9j\u00e0 achev\u00e9es, et il ne reste qu\u2019\u00e0 boucler leur financement.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Au total, le programme en cours \u00e0 Douala et \u00e0 Yaound\u00e9, porte sur la construction de pr\u00e8s de 7.335 logements.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"color: #000000;\">2. Travaux d\u2019am\u00e9nagement des parcelles<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Le volet 50.000 parcelles a d\u00e9marr\u00e9 \u00e0 Yaound\u00e9 et \u00e0 Douala par la production de quelques milliers de parcelles. Mis en \u0153uvre par le MINDCAF, il ne b\u00e9n\u00e9ficie pas de la supervision et de la coordination des instances de suivi du Programme cr\u00e9\u00e9s par arr\u00eat\u00e9 du Premier Ministre, Chef du Gouvernement, en 2010.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"color: #000000;\">3. Situation fonci\u00e8re<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">La situation fonci\u00e8re tr\u00e8s pr\u00e9occupante au d\u00e9but du Programme conna\u00eet en ce moment quelques am\u00e9liorations. En effet, m\u00eame si les besoins restent immenses, au regard du d\u00e9ficit en logements \u00e0 combler (pr\u00e8s de 1,5 millions d\u2019unit\u00e9s\u2026), des sites ont \u00e9t\u00e9 identifi\u00e9s ou sont en voie de l\u2019\u00eatre dans la quasi totalit\u00e9 des 22 villes concern\u00e9es par le Programme, tandis que le MINDCAF s\u2019est lanc\u00e9 dans un vaste programme de constitution des r\u00e9serves fonci\u00e8res dans l\u2019ensemble du territoire national qui commence \u00e0 porter des fruits.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">A cet effet, une ligne budg\u00e9taire, somme toute modeste a \u00e9t\u00e9 cr\u00e9\u00e9e au MINHDU pour la s\u00e9curisation des sites et pour le paiement des frais li\u00e9s aux indemnisations et fonctionnement des commissions administratives charg\u00e9es de leur identification.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">En outre, le MINHDU, en concertation avec le MINDCAF a fait pr\u00e9valoir le droit de pr\u00e9emption de l\u2019Etat pour la mise \u00e0 la disposition du Programme Gouvernemental, des terrains appartenant aux Soci\u00e9t\u00e9s d\u2019Etat en cours de liquidation (cas de l\u2019ex BCD).<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Une matrice des besoins en terrains \u00e0 l\u2019horizon 2020, couvrant l\u2019ensemble des villes cibl\u00e9es en fonction de crit\u00e8res pr\u00e9d\u00e9finis (d\u00e9mographie, poids \u00e9conomique, villes industrielles, universitaires touristiques, etc) a \u00e9t\u00e9 produite et transmise au MINDCAF pour la programmation et la planification des assiettes fonci\u00e8res.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"color: #000000;\">4. Voies d\u2019acc\u00e8s<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Les travaux de construction de la voie d\u2019acc\u00e8s de Yaound\u00e9\/Olemb\u00e9 d\u2019un montant de 15 milliards FCFA, attribu\u00e9s apr\u00e8s appel d\u2019offres \u00e0 la soci\u00e9t\u00e9 RAZEL,\u00a0 ont d\u00e9marr\u00e9 par l\u2019installation des chantiers. Par ailleurs, la ma\u00eetrise d\u2019\u0153uvre technique de cette voie d\u2019acc\u00e8s a \u00e9t\u00e9 attribu\u00e9e au Bureau d\u2019Etudes technique INTEG qui attend l\u2019Ordre de Service de d\u00e9marrage des travaux du MINMAP.<\/span><br \/>\n<span style=\"color: #000000;\">A Douala, le site de Mbanga Bakoko, mis \u00e0 disposition par la MAETUR, a \u00e9t\u00e9 pr\u00e9alablement am\u00e9nag\u00e9. Il ne restera que quelques travaux de r\u00e9habilitation pour adapter les VRD aux nouvelles plates formes des logements en cours de construction.<\/span><br \/>\n<span style=\"color: #000000;\">Dans les sites des 20 autres villes du Programme, il faudrait encore engager non seulement les \u00e9tudes d\u2019am\u00e9nagement, mais aussi ex\u00e9cuter les travaux de construction des voies d\u2019acc\u00e8s et des VRD, avant d\u2019envisager la construction des logements.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"color: #000000;\">5. Situation des r\u00e9seaux<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">A ce jour, on note des avanc\u00e9es positives dans la r\u00e9solution des probl\u00e8mes d\u2019acc\u00e8s des sites de Yaound\u00e9\/Olemb\u00e9 et de Douala\/Mbanga Bakoko en r\u00e9seaux des Concessionnaires, suite \u00e0 la concertation tenue au MINHDU avec le Directeur G\u00e9n\u00e9ral de CAMWATER et le Directeur d\u2019exploitation de AES\/SONEL, intervenue apr\u00e8s la descente sus \u00e9voqu\u00e9e.<\/span><br \/>\n<span style=\"color: #000000;\">C\u2019est ainsi que la CAMWATER a proc\u00e9d\u00e9 \u00e0 l\u2019alimentation en eau potable et \u00e0 la mise en service de quatre (04) immeubles t\u00e9moins de 80 logements achev\u00e9s \u00e0 Yaound\u00e9\/Olemb\u00e9. Elle a \u00e9galement pris des dispositions pour alimenter aussi bien les 40 autres logements t\u00e9moins, que ceux des autres programmes de la 2\u00e8 phase (380 logements\u00a0; programme Chinois, projets COFFOR et GAROZ, zone MIPROMALO et autres\u2026).<\/span><br \/>\n<span style=\"color: #000000;\">S\u2019agissant de AES\/SONEL, cette entreprise a proc\u00e9d\u00e9 \u00e0 l\u2019\u00e9clairage public le long de l\u2019actuelle voie principale et \u00e0 l\u2019alimentation \u00e9lectrique des six immeubles t\u00e9moins de 120 logements. Elle a pris les m\u00eames dispositions que CAMWATER pour alimenter tr\u00e8s prochainement les sites des autres programmes de la 2\u00e8 phase (380 logements\u00a0; programme Chinois, projets COFFOR et GAROZ, zone MIPROMALO et autres\u2026).<\/span><br \/>\n<span style=\"color: #000000;\">C\u2019est le lieu de rappeler que la CAMTEL est mobilis\u00e9e depuis des mois et a pris des dispositions budg\u00e9taires pour intervenir sur ces sites en temps opportun.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"color: #000000;\">6. Autres mesures prises<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Pour booster l\u2019offre en logements de masse et de standing, une soixantaine de M\u00e9momranda Of Understanding (MOU) ont \u00e9t\u00e9 sign\u00e9s avec des partenaires internationaux, intervenant avec des financements propres sous forme de pr\u00eats concessionnels, commerciaux, de BOT ou comme promoteurs immobiliers (construction et vente des logements). A terme (d\u2019ici 2020) moyennant quelques r\u00e9glages institutionnels et des op\u00e9rations pilotes, au moins 50.000 logements pourraient \u00eatre construits et mis sur le march\u00e9.<\/span><br \/>\n<span style=\"color: #000000;\">Les Collectivit\u00e9s Territoriales D\u00e9centralis\u00e9es (CTD) ne sont pas en laisse dans cette strat\u00e9gie. C\u2019est ainsi que le MINHDU a initi\u00e9 et soutenu la conclusion d\u2019une convention entre le CFC et le FEICOM pour la construction de cit\u00e9s municipales \u00e0 travers tout le pays, via un fonds sp\u00e9cial de d\u00e9part de 10 milliards FCFA.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"color: #800000;\">B\/ Etat d\u2019avancement financier<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Les 25 milliards FCFA mis \u00e0 disposition du programme par le Cr\u00e9dit Foncier du Cameroun, sont enti\u00e8rement consomm\u00e9s \u00e0 ce jour, et ne permettent pas la prise en charge de l\u2019ensemble des besoins qui s\u2019\u00e9l\u00e8ve \u00e0 60 milliards FCFA environ.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Suite aux hautes instructions du Premier Ministre Chef du Gouvernement, formul\u00e9es \u00e0 l\u2019issue de la r\u00e9union interminist\u00e9rielle du 12 f\u00e9vrier 2013\u00a0\u00a0 \u00a0 un montant additionnel d\u2019un (01) milliard FCFA a \u00e9t\u00e9 mis en place par le MINFI sur les 3 milliards sollicit\u00e9s en urgence pour solder les d\u00e9comptes impay\u00e9s des entreprises \u00e0 la CAA. Pour la mise \u00e0 disposition des deux (02) milliards FCFA restants, le MINFI a \u00e9t\u00e9 relanc\u00e9 par lettre n\u00b0 0038\/L\/MINHDU\/SG\/CS\/CA du 14 f\u00e9vrier 2013 \u00e0 lui adress\u00e9e, sans suite pour l\u2019instant.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">De m\u00eame, dans le souci d\u2019apporter des solutions appropri\u00e9es au probl\u00e8me de financement, et en conclusion de la r\u00e9union interminist\u00e9rielle du 12 f\u00e9vrier 2013, le Premier Ministre, Chef du Gouvernement a \u00e9galement prescrit au MINEPAT (par lettre dat\u00e9e du 10 avril 2013), la mise \u00e0 disposition de 20 milliards FCFA, \u00e0 travers les sources de financement que sont l\u2019emprunt obligataire et le chapitre 94 du BIP. Cette directive sans suite \u00e0 ce jour, a \u00e9t\u00e9 relanc\u00e9e par lettre N\u00b0 N\u00b000188\/L\/MINHDU\/SG\/CS du 23 avril 2013 adress\u00e9e au MINEPAT.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">En outre, le MINHDU a initi\u00e9 et\u00a0 coordonn\u00e9 la mise en place d\u2019un syndicat de trois banques locales, sous garantie du MINFI, pour le financement, \u00e0 hauteur de six (06) milliards FCFA, du projet COFFOR sus mentionn\u00e9.<\/span><\/p>\n<h3 style=\"text-align: justify;\"><span style=\"color: #008000;\"><strong>Difficult\u00e9s rencontr\u00e9es<\/strong><\/span><\/h3>\n<hr width=\" 100px\" size=\"7px\" color=\"#004c99\" align=\"left\" \/>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Cinq (05) types de contraintes entravent le bon d\u00e9roulement de la 1\u00e8re phase de construction de 1.675 logements sociaux \u00e0 Yaound\u00e9\/Olemb\u00e9 et \u00e0 Douala\/Mbanga Bakoko.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"color: #000000;\">1. Sur le plan financier<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">La mise en \u0153uvre du Programme conna\u00eet d\u2019\u00e9normes difficult\u00e9s essentiellement li\u00e9es aux tensions de tr\u00e9sorerie du Programme, ne permettant pas de respecter le chronogramme pr\u00e9visionnel arr\u00eat\u00e9.<\/span><br \/>\n<span style=\"color: #000000;\">Pour l\u2019achever, il faudrait au moins 30 milliards de FCFA, englobant les prestations des PME ex\u00e9cutant les travaux de construction ainsi que les ma\u00eetrises d\u2019\u0153uvre\u00a0; la r\u00e9alisation des VRD sous la supervision de la MAETUR\u00a0; le paiement des prestations internes des quatre (04) ma\u00eetres d\u2019ouvrages d\u00e9l\u00e9gu\u00e9s impliqu\u00e9s (SIC, MAETUR, LABOGENIE, ANOR), et d\u2019autres prestations annexes (gardiennage, etc).<\/span><br \/>\n<span style=\"color: #000000;\">Toutefois, en incluant les prestations de la 2\u00e8 phase notamment la prise en compte de la ma\u00eetrise d\u2019\u0153uvre du Programmes Chinois et des trois firmes internationales, la s\u00e9curisation et le nettoyage des diff\u00e9rents sites, ou encore l\u2019amen\u00e9e des r\u00e9seaux, ces besoins de financement s\u2019\u00e9l\u00e8vent \u00e0 environ 60 milliards FCFA.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"color: #000000;\">2. Sur le plan foncier<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">En marge des probl\u00e8mes financiers, il y a aussi ceux li\u00e9s \u00e0 l\u2019acquisition et la s\u00e9curisation des assiettes fonci\u00e8res qui n\u00e9cessitent la mobilisation d\u2019importants moyens financiers.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"color: #000000;\">3. Voies d\u2019acc\u00e8s<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">De m\u00eame, le financement des travaux des voies d\u2019acc\u00e8s aux sites est probl\u00e9matique. Il convient \u00e0 cet effet, de signaler l\u2019urgence de la mise \u00e0 disposition de 3,5 milliards de FCFA pour le d\u00e9marrage effectif des travaux de construction de la voie d\u2019acc\u00e8s au site de Yaound\u00e9\/Olemb\u00e9, afin d\u2019\u00e9viter les int\u00e9r\u00eats moratoires que solliciteraient l\u2019entreprise. En effet, seuls 800 millions FCFA sont disponibles \u00e0 ce jour sur les 15 milliards FCFA requis pour ce projet.<\/span><\/p>\n<p style=\"color: #000000; text-align: justify;\"><strong><span style=\"color: #000000;\">4. La lourdeur et la complexit\u00e9 des proc\u00e9dures<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000; text-align: justify;\">Les proc\u00e9dures d\u2019acquisition et d\u2019attribution des assiettes fonci\u00e8res restent tr\u00e8s longue et constituent une cause des retards dans le d\u00e9ploiement de certains promoteurs immobiliers internationaux dont les projets sont \u00e0 maturit\u00e9 (cas des Marocains du Groupe ADDOHA, dont le dossier de mise \u00e0 disposition du foncier a d\u00e9j\u00e0 re\u00e7u le feu vert de la pr\u00e9sidence, mais suite concr\u00e8te.<\/span><\/p>\n<p>[\/et_pb_text][\/et_pb_column][et_pb_column type=&#8221;1_2&#8243; _builder_version=&#8221;4.17.6&#8243; _module_preset=&#8221;default&#8221; custom_padding=&#8221;0px||0px||false|false&#8221; custom_padding_tablet=&#8221;||||false|false&#8221; custom_padding_phone=&#8221;||||false|false&#8221; custom_padding_last_edited=&#8221;on|desktop&#8221; global_colors_info=&#8221;{}&#8221;][et_pb_text _builder_version=&#8221;4.18.0&#8243; _module_preset=&#8221;default&#8221; custom_margin=&#8221;0px||0px||false|false&#8221; custom_padding=&#8221;0px||0px||false|false&#8221; content_en_us=&#8221;<\/p>\n<\/p>\n<\/p>\n<\/p>\n<\/p>\n<\/p>\n<\/p>\n<\/p>\n<\/p>\n<h3><strong><span style=%22color: #008000;%22>Missions and Areas of Activity<\/span><\/strong><\/h3>\n<hr width=%22 100px%22 size=%227px%22 color=%22#004c99%22 align=%22left%22 \/>\n<p>The Program is dedicated on the one hand to the realization of Priority Investments (PIP) concerning infrastructures, Market Equipment, Urban Services, the improvement of the Living Environment and on the other hand to the strengthening of the capacities of local Project Management.<br \/>At the technical and operational level, the programme is housed in the MINHDU, with a number of prerogatives entrusted to the beneficiary CTD through the retrocession acts with a view to supporting decentralisation.<\/p>\n<h3><strong><span style=%22color: #008000;%22>TARGETS<\/span><\/strong><\/h3>\n<hr width=%22 100px%22 size=%227px%22 color=%22#004c99%22 align=%22left%22 \/>\n<p>The target of the program is the populations of the cities of Bafoussam, Bertoua and Garoua for 2011 \u00abRegional Capitals 1\u00bb as well as those of Bamenda and Maroua for \u00abRegional Capitals 2\u00bb<\/p>\n<p>&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\"><span style=\"color: #000000; text-align: justify;\">Cas \u00e9galement du Groupe AMCA et des Sud Africains du Groupe Liaison Sud, qui attendent la mise \u00e0 disposition des assiettes fonci\u00e8res pour d\u00e9marrer les travaux).<\/span><br \/>\nDans ce m\u00eame registre, il y a lieu de signaler la lourdeur des proc\u00e9dures de signature des accords de financement avec les investisseurs internationaux avec lesquels le MINHDU a d\u00e9j\u00e0 sign\u00e9 une soixantaine de M\u00e9moranda Of Understanding (MOU) avec production d\u2019offres concr\u00e8tes de financement au MINEPAT.<\/span><\/p>\n<p><strong><span style=\"color: #000000;\">5. Sur le volet 50.000 parcelles<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Ce volet accuse un probl\u00e8me de concertation et devrait \u00eatre r\u00e9ajust\u00e9 dans le respect de la r\u00e9glementation en vigueur en mati\u00e8re de lotissement et d\u2019am\u00e9nagement urbain. En effet, les parties prenantes (Ma\u00eetre d\u2019ouvrage, Ma\u00eetre d\u2019\u0153uvre, G\u00e9om\u00e8tre, Urbaniste et Am\u00e9nageur Urbain) devraient travailler en concertation et chacun dans son domaine de comp\u00e9tence.<\/span><\/p>\n<h3><span style=\"color: #008000;\"><strong>Solutions pr\u00e9conis\u00e9es<\/strong><\/span><\/h3>\n<hr width=\" 100px\" size=\"7px\" color=\"#004c99\" align=\"left\" \/>\n<p style=\"color: #000000; text-align: justify;\"><span>Les mesures correctives \u00e0 prendre concernent les cinq types de contraintes rencontr\u00e9es \u00e0 ce jour\u00a0:<\/span><\/p>\n<p><strong><span style=\"color: #000000;\">1. Sur la question du financement<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Pour achever la 1\u00e8re phase de construction de 1.675 logements sociaux, les mesures prioritaires \u00e0 prendre avant fin juin 2013, afin de r\u00e9gler durablement la question du financement du programme de construction, nous sugg\u00e9rons les actions suivantes:<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">1. Le d\u00e9blocage en urgence par le MINFI du reste des 02 milliards sur les 03 milliards sollicit\u00e9s pour faire face aux nombreux d\u00e9comptes impay\u00e9s, relanc\u00e9e par ma correspondance N\u00b0 00187\/L\/MINHDU\/SG\/CS du 23 avril 2013 adress\u00e9e au MINFI\u00a0;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">2. L\u2019effectivit\u00e9 de la mise \u00e0 disposition par le MINEPAT des 20 milliards de FCFA sur les 30 milliards FCFA attendus, comme prescrit par le Premier Ministre, Chef du Gouvernement par lettre du 10 avril 2013, relanc\u00e9e par ma correspondance N\u00b000188\/L\/MINHDU\/SG\/CS du 23 avril 2013 adress\u00e9e au MINEPAT;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">3. La s\u00e9curisation en urgence du site de Bwang\/Bakoko et sa mise \u00e0 disposition effective pour le projet de construction des logements sociaux par l\u2019entreprise chinoise\u00a0;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">4. Affiner la campagne en vue de la commercialisation effective des logements, en l\u2019\u00e9tat futur d\u2019ach\u00e8vement, ce qui permettra la constitution d\u2019un revolving fonds att\u00e9nuant les besoins de financement sus \u00e9voqu\u00e9s\u00a0;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">5. Mobiliser les 14,2 milliards CFCA de reliquat n\u00e9cessaire pour la r\u00e9alisation de la voie d\u2019acc\u00e8s d\u2019Olemb\u00e9, permettant l\u2019habitabilit\u00e9 des logements. En effet sur les 15 milliards FCFA requis pour cet ouvrage seuls 800 millions FCFA sont disponibles en 2013\u00a0;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">6. Inciter les concessionnaires \u00e0 inscrire dans leurs budgets respectifs les fonds n\u00e9cessaires \u00e0 l\u2019amen\u00e9e des r\u00e9seaux dans les sites du Programme\u00a0;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">7. Lever via le MINFI la mesure suspensive affectant le CFC, depuis 2011, relativement au reversement de la contribution pr\u00e9lev\u00e9e sur les salaires des fonctionnaires et agents de l\u2019Etat, et \u00a0mettre \u00e0 sa disposition effective les fonds retenus<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">A moyen terme, nous sugg\u00e9rons les cinq (05) pistes ci-apr\u00e8s\u00a0:<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">1. Recourir \u00e0 l\u2019emprunt obligataire aupr\u00e8s des institutions financi\u00e8res locales\u00a0en vue de financer en partie le programme de l\u2019habitat social;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">2. Cr\u00e9er et mettre en place un v\u00e9ritable fonds de financement du logement social, en application des tr\u00e8s hautes directives du Chef de l\u2019Etat\u00a0;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">3. Cr\u00e9er et mettre en place un Fonds de garantie de l\u2019habitat, au profit notamment des couches non solvables de la population, et qui pourrait \u00e9galement servir de caution et de garantie des financements provenant de divers bailleurs de fonds nationaux et internationaux\u00a0;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">4. Etudier de mani\u00e8re approfondie et avec diligence les requ\u00eates d\u2019\u00e9missions de \u00abgaranties souveraines\u00bb et autres \u00ablettres de confort\u00bb formul\u00e9es par les firmes internationales, qui se proposent d\u2019accompagner le Gouvernement dans le financement et la r\u00e9alisation des programmes de construction des logements\u00a0;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">5. Encourager, promouvoir et faciliter la mise en place des financements ext\u00e9rieurs, en simplifiant les proc\u00e9dures et les formalit\u00e9s administratives\u00a0;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">6. Mettre sur pied les \u00ab\u00a0guichets uniques\u00a0\u00bb regroupant toutes les administrations concern\u00e9es en vue de raccourcir les d\u00e9lais de d\u00e9livrance des actes administratifs li\u00e9s aux transactions immobili\u00e8res et fonci\u00e8res.<\/span><\/p>\n<p style=\"text-align: justify; color: #000000;\"><strong><span style=\"color: #000000;\">2. Sur le volet 50.000 parcelles<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Il faudrait que ce volet s\u2019ex\u00e9cute sous le prisme des instances de coordination pr\u00e9vues et dans le respect de la d\u00e9marche holistique\u00a0 requise requ\u00e9rant notamment la prise en compte de tous les param\u00e8tres\u00a0: politique de planification urbaine\u00a0; l\u2019acc\u00e8s aux infrastructures et \u00e9quipements\u00a0; les niveaux de services et d\u2019am\u00e9nagement adapt\u00e9s aux contraintes de la cible, etc.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"color: #000000;\">3. Sur le plan foncier\/assiette fonci\u00e8re<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Nous proposons\u00a0:<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">La mobilisation des assiettes fonci\u00e8res relevant du domaine de l\u2019Etat au profit du Programme, notamment les actifs immobiliers r\u00e9siduels des Soci\u00e9t\u00e9s d\u2019Etat\u00a0;<\/span><br \/>\n<span style=\"color: #000000;\">La mobilisation d\u2019importants moyens financiers pour la constitution et la s\u00e9curisation des r\u00e9serves fonci\u00e8res en cours au MINDCAF\u00a0;<\/span><br \/>\n<span style=\"color: #000000;\">La simplification des proc\u00e9dures de mise \u00e0 disposition et\/ou d\u2019acquisition des assiettes fonci\u00e8res au profit des partenaires dont les projets sont en \u00e9tat de maturit\u00e9 avanc\u00e9.<\/span><\/p>\n<p><strong><span style=\"color: #000000;\">4. S\u2019agissant des conditions d\u2019habitabilit\u00e9 des logements<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">En vue de l\u2019accueil des premiers occupants de la r\u00e9sidence immobili\u00e8re d\u2019Olemb\u00e9 \u00e0 Yaound\u00e9, il est n\u00e9cessaire d\u2019engager les travaux ci-apr\u00e8s\u00a0:<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">1. Am\u00e9nager au moins en Bicouche, la route actuelle menant aux sites des diff\u00e9rents programmes (1\u00e8re et 2\u00e8 phase du programme gouvernemental, projet Chinois, projet Coffor, etc), dont le co\u00fbt des travaux est \u00e9valu\u00e9 \u00e0 300 millions FCFA environ, et mettre en place les plaques de limitations des vitesses et de s\u00e9curisation de la travers\u00e9e des rails\u00a0;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">2. R\u00e9aliser, par la MAETUR, les travaux d\u2019am\u00e9nagement des acc\u00e8s aux 120 logements t\u00e9moins, ainsi que ceux d\u2019am\u00e9nagement des VRD et d\u2019assainissement des eaux us\u00e9es et pluviales pour l\u2019ensemble du site d\u2019Olemb\u00e9\/Yaound\u00e9, dont le montant est estim\u00e9 \u00e0 1,2 milliards FCFA environ;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">3. Proc\u00e9der \u00e0 la d\u00e9limitation des propri\u00e9t\u00e9s, notamment en ce qui concernent les six immeubles t\u00e9moins ; \u00e9tant donn\u00e9 que la vente des logements se fera suivant le r\u00e9gime de la copropri\u00e9t\u00e9 et que la d\u00e9limitation des propri\u00e9t\u00e9s devrait permettre la r\u00e9alisation des parkings personnalis\u00e9s selon les appartements\u00a0;<\/span><br \/>\n<span style=\"color: #000000;\">4. Muter (par la MAETUR) le titre foncier du site d\u2019Olemb\u00e9 au nom du Programme Gouvernemental (Etat du Cameroun) dans l\u2019optique de boucler le processus de vente des logements.<\/span><br \/>\n<span style=\"color: #000000;\">Quant aux r\u00e9seaux de Concessionnaires, il faudrait qu\u2019ils prennent des dispositions pour l\u2019alimentation du site des 120 logements t\u00e9moins, et pour ceux de la 2\u00e8 phase (380 logements\u00a0; programme Chinois, projets COFFOR et GAROZ, zone MIPROMALO et autres\u2026)\u00a0; ce qui n\u00e9cessite une provision de pr\u00e8s de 150 millions FCFA.<\/span><br \/>\n<span style=\"color: #000000;\">En outre, il y a lieu de r\u00e9server et d\u2019affecter les espaces destin\u00e9s aux \u00e9quipements collectifs, incluant les bureaux du futur Syndic g\u00e9n\u00e9ral de copropri\u00e9t\u00e9, et les r\u00e9aliser sur des zones appropri\u00e9es.<\/span><br \/>\n<span style=\"color: #000000;\">A court terme, il faudrait pr\u00e9voir \u00e9galement les 14,2 milliards FCFA de reliquat n\u00e9cessaires pour la r\u00e9alisation de la voie d\u2019acc\u00e8s de Yaound\u00e9\/Olemb\u00e9.<\/span><\/p>\n<p style=\"text-align: justify; color: #000000;\"><strong><span style=\"color: #000000;\">5. S\u2019agissant des proc\u00e9dures<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Il y a lieu de simplifier les proc\u00e9dures d\u2019acquisition fonci\u00e8re au profit des promoteurs immobiliers internationaux ou nationaux.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">En particulier, il faudrait encourager, promouvoir et faciliter la mise en place des financements ext\u00e9rieurs, en simplifiant les proc\u00e9dures et les formalit\u00e9s administratives au profit des partenaires ci-apr\u00e8s dont les projets sont \u00e0 un \u00e9tat de maturit\u00e9 avanc\u00e9\u00a0: ADDOHA du Maroc\u00a0; DOUMA SUN et ACCORD INVEST, de l\u2019Afrique du Sud, CONEGS, qui a des partenaires financiers Am\u00e9ricains, Transafrica Nutech (USA), AMCA (Espagne) ou encore GROUP HABA du Quatar.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Dans cette perspective, nous sugg\u00e9rons la cr\u00e9ation et la syst\u00e9matisation des guichets uniques (comme dans plusieurs pays Africains\u00a0: Maroc, Rwanda, Tunisie, etc) regroupant toutes les Administrations concern\u00e9es pour la r\u00e9duction des d\u00e9lais de traitement des dossiers li\u00e9s aux op\u00e9rations immobili\u00e8res et fonci\u00e8res en g\u00e9n\u00e9ral.<\/span><\/p>\n<h3><span style=\"color: #008000;\"><strong>Conclusion<\/strong><\/span><\/h3>\n<hr width=\" 100px\" size=\"7px\" color=\"#004c99\" align=\"left\" \/>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\"> La mise en \u0153uvre du Programme Gouvernemental de construction des logements sociaux et d\u2019am\u00e9nagement de 50.000 parcelles constructibles requiert l\u2019implication de tous les acteurs et la mise en place d\u2019une batterie de mesures pr\u00e9alables (d\u00e9finition de la cible\u00a0; acquisition du foncier\u00a0; r\u00e9alisation des \u00e9tudes techniques\u00a0; mobilisation des financements\u00a0; r\u00e9alisation des voies d\u2019acc\u00e8s et des VRD\u00a0; amen\u00e9e des r\u00e9seaux\u00a0; etc).<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Ayant tir\u00e9 les erreurs du pass\u00e9 r\u00e9cent, la relance de la politique Gouvernementale en la mati\u00e8re passe d\u2019abord par l\u2019ach\u00e8vement du Programme en cours, puis par l\u2019adoption d\u2019une nouvelle strat\u00e9gie orient\u00e9e vers la production massive de logements (sociaux et de standing) permettant de r\u00e9sorber le d\u00e9ficit existant, et accessibles \u00e0 toutes les couches sociales, surtout les plus d\u00e9favoris\u00e9es.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">A cet \u00e9gard, plusieurs actions sont d\u2019ores et d\u00e9j\u00e0 engag\u00e9es ou envisag\u00e9es au MINHDU, en partenariat avec les autres Administrations concern\u00e9es.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Sans \u00eatre exhaustif on peut citer\u00a0:<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">1. L\u2019\u00e9laboration d\u2019une v\u00e9ritable Loi sur l\u2019habitat social, qui d\u00e9finit et caract\u00e9rise ce concept sur les plans juridique, technique, normatif et financier, en d\u00e9clinant et clarifiant toutes les incitations possibles et les cibles des produits sociaux\u00a0;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">2. La r\u00e9vision \u00e0 la baisse des superficies architecturales des logements et des sp\u00e9cifications techniques y aff\u00e9rentes\u00a0;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">3. La requ\u00eate d\u2019augmentation du budget du MINHDU, pour lui permettre de mener \u00e0 bien le programme d\u2019habitat social (r\u00e9alisation des \u00e9tudes, am\u00e9nagement des voies d\u2019acc\u00e8s et des VRD, construction des logements pilotes, etc)\u00a0;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">4. La saisine des concessionnaires des r\u00e9seaux, pour les inciter \u00e0 budg\u00e9tiser leurs interventions dans le cadre du programme d\u2019habitat social\u00a0;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">5. La ma\u00eetrise des co\u00fbts unitaires des constructions des logements et d\u2019am\u00e9nagement des parcelles\u00a0;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">6. Le recours aux mat\u00e9riaux locaux, notamment par l\u2019exp\u00e9rimentation d\u2019un programme pilote mis en \u0153uvre par la MIPROMALO\u00a0;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">7. Through this innovative mechanism, France decided on an additional bilateral effort to the HIPC initiative. Le r\u00e8glement s\u2019effectue au comptant dans un compte ouvert par la Caisse Autonome d\u2019Amortissement dans une banque.<\/span><br \/><span style=\"color: #000000;\">Un contrat de r\u00e9servation est \u00e9tabli et un r\u00e8glement de copropri\u00e9t\u00e9 remis par la SIC au nouvel acqu\u00e9reur.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"color: #000000;\">6) Le dossier est envoy\u00e9 \u00e0 l\u2019Agence du CFC pour l\u2019instruction de pr\u00eat.<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"color: #000000;\">7) La Direction G\u00e9n\u00e9rale du CFC proc\u00e8de \u00e0 la notification des accords de pr\u00eat<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"color: #000000;\">8) Le Cr\u00e9dit Foncier transmet \u00e0 la SIC la notification des accords de pr\u00eat et la notification de virement irr\u00e9vocable.<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"color: #000000;\">9) La SIC facilite le paiement des frais de notaire et du dossier technique aupr\u00e8s du r\u00e9gisseur, remet les cl\u00e9s au propri\u00e9taire, proc\u00e8de au montage, \u00e0 la transmission et assure le suivi du dossier technique au Service du Cadastre.
