No Millennium Development Goal (MDG) was achieved in Cameroon in 2015. Indeed, Cameroon&#8217;s Human Development Index (HDI) scores have deteriorated over the past two decades (ranking 153 out of 197 in 2015). Furthermore, 38% of the population lives below the national poverty line and 27% below the international poverty line of US$1.90 per day. Poverty in Cameroon is characterised by large and growing spatial disparities between urban and rural areas, the central and coastal regions of the South (where rates have decreased slightly) and the northern regions (where poverty is increasingly concentrated). The quality of service delivery is below what would be expected in a lower middle-income country.<\/li>\n<li style=%22text-align: justify;%22><strong>Cameroon has great economic potential due to its diversity, natural resources and position as a gateway to West and Central Africa. <\/strong>The country is endowed with oil, natural gas, bauxite, iron and abundant agricultural products including coffee, cocoa and cotton. It is one of the most diversified countries in Africa. The territory stretches from Lake Chad in the north to the rainforest of the Congo Basin and fertile crop and livestock areas in the south. Cameroon accounts for 44% of total GDP in the Central African Economic and Monetary Community (CEMAC). Ninety per cent of goods destined for Central Africa pass through the port of Douala, while exports and imports to the Central African Republic (CAR), Chad and the Republic of Congo pass through Cameroon&#8217;s national road and rail network.<\/li>\n<li style=%22text-align: justify;%22><strong>However, recent economic growth has not been attributed to structural transformation and is vulnerable to various risks, including the effects of climate variability and change.<\/strong>Despite the bleak overall economic environment in the CEMAC region and the decline in oil prices, economic developments in 2016 remained positive with a growth rate of 4.7 per cent (compared to 5.8 per cent in 2015). However, economic growth was mainly driven by public investment rather than structural reforms. Natural resource revenues have helped finance a highly centralised governance system and a state-led development model, which burdens the economy with monopolies, an unfavourable business environment and weak governance. Recently, the country&#8217;s debt situation also deteriorated due to declining revenues, increasing macroeconomic uncertainty.<\/li>\n<li style=%22text-align: justify;%22>The ratio of public debt to GDP reached 34.1 per cent in 2016 (up from 15.6 per cent in 2013) and the risk of debt distress rose from medium to high in the joint 2015 IMF\/WB DSA, reflecting the collapse in the value of exports and the rapid growth of non-concessional borrowing.<\/li>\n<\/ul>\n<p>&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<h3><span style=\"color: #008000;\"><strong>Contexte de cr\u00e9ation<\/strong><\/span><span style=\"color: #008000;\"><strong><\/strong><\/span><\/h3>\n<hr width=\" 100px\" size=\"7px\" color=\"#004c99\" align=\"left\" \/>\n<ul style=\"text-align: justify; color: #000000;\">\n<li style=\"text-align: justify;\"><strong>Le Cameroun est un pays \u00e0 revenu interm\u00e9diaire inf\u00e9rieur, mais ne s\u2019aligne pas aux pays comparables en termes de pauvret\u00e9 et d\u2019autres indicateurs sociaux. <\/strong>Le Cameroun a un Revenu National Brut (RNB) par habitant de 1 320 dollars EU en 2015 (m\u00e9thode Atlas), contre une moyenne de 1 628 dollars EU pour les pays d&#8217;Afrique subsaharienne. Aucun Objectif du Mill\u00e9naire pour le D\u00e9veloppement (OMD) n&#8217;a \u00e9t\u00e9 atteint au Cameroun en 2015. En effet, les scores du Cameroun dans l&#8217;Indice de D\u00e9veloppement Humain (HDI) se sont d\u00e9t\u00e9rior\u00e9s au cours des deux derni\u00e8res d\u00e9cennies (rang 153 sur 197 en 2015). Par ailleurs, 38 % de la population vit en dessous du seuil de pauvret\u00e9 national et 27 % en dessous du seuil de pauvret\u00e9 international de 1,90 dollars EU par jour. La pauvret\u00e9 au Cameroun se caract\u00e9rise par de grandes disparit\u00e9s spatiales qui s\u2019accroissent entre les zones urbaines et rurales, les r\u00e9gions centrales et c\u00f4ti\u00e8res du Sud (o\u00f9 les taux ont l\u00e9g\u00e8rement diminu\u00e9) et les r\u00e9gions du Nord (o\u00f9 la pauvret\u00e9 est de plus en plus concentr\u00e9e). La qualit\u00e9 de la prestation des services est inf\u00e9rieure \u00e0 ce qu&#8217;on pourrait attendre d&#8217;un pays \u00e0 revenu interm\u00e9diaire inf\u00e9rieur.<\/li>\n<li style=\"text-align: justify;\"><strong>Le Cameroun a un grand potentiel \u00e9conomique gr\u00e2ce \u00e0 sa diversit\u00e9, \u00e0 ses ressources naturelles et \u00e0 sa position de porte d&#8217;entr\u00e9e en Afrique de l&#8217;Ouest et du Centre. <\/strong>Le pays est dot\u00e9 de p\u00e9trole, de gaz naturel, de bauxite, de fer et de produits agricoles abondants dont le caf\u00e9, le cacao et le coton. C&#8217;est l&#8217;un des pays les plus diversifi\u00e9s en Afrique. Le territoire s&#8217;\u00e9tend du Lac Tchad dans le nord jusqu&#8217;\u00e0 la for\u00eat tropicale du bassin du Congo et des zones fertiles de culture et d\u2019\u00e9levage dans le sud. Le Cameroun repr\u00e9sente 44 % du PIB total dans la Communaut\u00e9 \u00e9conomique et mon\u00e9taire de l&#8217;Afrique centrale (CEMAC). Quatre-vingt-dix pour cent des marchandises destin\u00e9es \u00e0 l&#8217;Afrique centrale transitent par le port de Douala, tandis que les exportations et les importations vers la R\u00e9publique centrafricaine (RCA), le Tchad et la R\u00e9publique du Congo empruntent le r\u00e9seau national des routes et du rail du Cameroun.<\/li>\n<li style=\"text-align: justify;\"><strong>Cependant, la croissance \u00e9conomique r\u00e9cente n\u2019a pas \u00e9t\u00e9 attribu\u00e9e \u00e0 une transformation structurelle et est vuln\u00e9rable \u00e0 divers risques, y compris les effets de la variabilit\u00e9 et du changement climatiques<\/strong>. Malgr\u00e9 un sombre environnement \u00e9conomique global dans la r\u00e9gion de la CEMAC et la baisse des prix du p\u00e9trole, les d\u00e9veloppements \u00e9conomiques en 2016 sont rest\u00e9s positifs avec un taux de croissance de 4.7 pour cent (contre 5,8 pour cent en 2015). Toutefois, la croissance \u00e9conomique a principalement \u00e9t\u00e9 stimul\u00e9e aux investissements publics au lieu des r\u00e9formes structurelles. Les revenus issus des ressources naturelles ont contribu\u00e9 \u00e0 financer un syst\u00e8me de gouvernance hautement centralis\u00e9 et un mod\u00e8le de d\u00e9veloppement dirig\u00e9 par l\u2019\u00c9tat, qui p\u00e8se sur l&#8217;\u00e9conomie avec des monopoles, un environnement commercial d\u00e9favorable et une gouvernance faible. R\u00e9cemment, la situation de la dette du pays s\u2019est \u00e9galement d\u00e9t\u00e9rior\u00e9e en raison de la baisse des revenus, ce qui accroit l\u2019incertitude macro\u00e9conomique.<\/li>\n<li style=\"text-align: justify;\">Le ratio de la dette publique par rapport au PIB a atteint 34.1 pour cent en 2016 (contre 15.6 pour cent en 2013) et le risque de d\u00e9tresse de dettes est pass\u00e9 de moyen \u00e0 \u00e9lev\u00e9 dans la DSA conjointe FMI\/BM 2015, refl\u00e9tant l\u2019effondrement de la valeur des exportations et la croissance rapide des emprunts non concessionnels.<\/li>\n<\/ul>\n<p style=\"text-align: justify; color: #000000;\">De plus, l\u2019augmentation de la variabilit\u00e9 climatique et des \u00e9v\u00e9nements extr\u00eames (tels que les s\u00e8cheresses et les inondations) constituent une menace pour la croissance \u00e9conomique.
