custom_css_toggle_icon_tablet=&#8221;margin-right : 18px !important;&#8221; sticky_enabled=&#8221;0&#8243;]<\/p>\n<h4 style=\"text-align: justify;\"><span style=\"color: #008000;\"><strong>INTRODUCTION<\/strong><\/span><\/h4>\n<p style=\"text-align: justify;\">Ce projet s\u2019inscrit dans le cadre du programme global du Gouvernement visant la relance de l\u2019habitat social par la construction de 10.000 logements et l\u2019am\u00e9nagement de 50.000 parcelles constructibles.<\/p>\n<p style=\"text-align: justify;\">Il fait suite \u00e0 l\u2019Accord-cadre relatif au projet Etat du Cameroun\/Etat de Chine, \u00e0 l\u2019issue duquel un protocole d\u2019accord relatif \u00e0 la construction de 1500 logements sociaux au Cameroun a \u00e9t\u00e9 sign\u00e9 le 18 avril 2008, entre le Gouvernement de la R\u00e9publique du Cameroun et la Soci\u00e9t\u00e9 Nationale de Chine pour la Coop\u00e9ration Internationale Economique et Technique de SHENYANG.<\/p>\n<p style=\"text-align: justify;\">Selon la convention de pr\u00eat qui porte sur un montant total de 33,5 Milliards de francs CFA repr\u00e9sentant 85% du co\u00fbt total du\u00a0 Programme, l\u2019Etat du Cameroun doit payer, \u00e0 titre de contrepartie, l\u2019\u00e9quivalent de 15% de ce montant soit 5,025 Milliards de francs CFA.<\/p>\n<p style=\"text-align: justify;\">Le d\u00e9lai d\u2019ex\u00e9cution a \u00e9t\u00e9 fix\u00e9 \u00e0 24 mois apr\u00e8s le d\u00e9marrage officiel marqu\u00e9 par la lev\u00e9e des pr\u00e9alables par la partie camerounaise, ce qui est encore loin d\u2019\u00eatre fait.<\/p>\n<p style=\"text-align: justify;\">La pr\u00e9sente note fait le point de l\u2019\u00e9volution de l\u2019ex\u00e9cution du Programme en soulignant les difficult\u00e9s que rencontre le Ma\u00eetre d\u2019Ouvrage et qui entravent le d\u00e9roulement normal des travaux.<\/p>\n<h5 style=\"text-align: justify;\"><span style=\"color: #000000;\">\u00a0<\/span><br \/><span style=\"color: #008000;\"><strong>1 \u2013 MISE A DISPOSITION DES SITES D\u2019ACCUEIL<\/strong><\/span><\/h5>\n<p style=\"text-align: justify;\">Le Programme est compos\u00e9 de six (06) projets\u00a0 r\u00e9partis sur des sites diff\u00e9rents dont la localisation, la superficie et la situation sont pr\u00e9sent\u00e9s dans le tableau ci-apr\u00e8s\u00a0:<\/p>\n<table style=\"border: 2px solid;\" width=\"405\" cellspacing=\"0\" cellpadding=\"7\">\n<tbody>\n<tr valign=\"TOP\">\n<td style=\"background-color: #d8d8d8; Les quatre autres sites, pr\u00e9lev\u00e9s dans le domaine de l\u2019Etat, ne sont toujours pas disponibles en raison des difficult\u00e9s inh\u00e9rentes au financement de leur d\u00e9limitation, le paiement des indemnisations relatives \u00e0 leur lib\u00e9ration et le paiement des frais des Commissions Consultatives.<\/p>\n<p style=\"text-align: justify;\">Le montant total de ces frais avoisine 145 Millions de francs CFA dont une partie, correspondant \u00e0 un total de 79,1 Millions de francs CFA,\u00a0 a \u00e9t\u00e9 vir\u00e9e pour la couverture des frais de s\u00e9curisation des sites de Douala, Bafoussam, Bamenda, Sangm\u00e9lima, et des\u00a0 indemnisations\u00a0 pour\u00a0 le site de Douala. Les frais des Commissions Consultatives ont \u00e9t\u00e9<\/p>\n<p style=\"text-align: justify;\">vir\u00e9s par la SIC sur le Fonds d\u2019Urgence le 04 juin 2013. L\u2019on s\u2019attend donc \u00e0 ce que les Commissions se mobilisent sur le terrain dans l\u2019imm\u00e9diat pour l\u2019ex\u00e9cution des travaux cadastraux. Le Ministre de l\u2019Habitat et du D\u00e9veloppement Urbain a tenu une s\u00e9ance de travail, le jeudi 04 juillet dernier, dans les services du Gouverneur du Littoral \u00e0 Douala en vue d\u2019acc\u00e9l\u00e9rer lesdits travaux et mettre chaque intervenant devant ses responsabilit\u00e9s.<\/p>\n<h5 style=\"text-align: justify;\"><span style=\"color: #008000;\"><strong>2- NIVEAU D\u2019AVANCEMENT DES ACTIVITES DU PROGRAMME<\/strong><\/span><\/h5>\n<p><strong>2.1- OPERATION D\u2019OLEMBE :<\/strong><\/p>\n<p><strong>2.1.1 .TRAVAUX DE CONSTRUCTION DES IMMEUBLES<\/strong><\/p>\n<p><strong>2.1.1.1 Immeubles t\u00e9moins<\/strong><\/p>\n<p style=\"text-align: justify;\">Il s\u2019agit de deux(02) immeubles d\u2019une capacit\u00e9 de 40 logements dont les travaux ont d\u00e9marr\u00e9 en\u00a0 en d\u00e9cembre 2012.\u00a0 Le niveau d\u2019avancement des travaux est le suivant\u00a0:<\/p>\n<ul style=\"text-align: justify;\">\n<li>Travaux de gros \u0153uvre ex\u00e9cut\u00e9s \u00e0 100%.<\/li>\n<li>Travaux de second \u0153uvre 60%( enduits int\u00e9rieurs et ext\u00e9rieurs ex\u00e9cut\u00e9s \u00e0 90%, solivage au RDC+4 100%, chapes 30%).<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">Par ailleurs, la mission effectu\u00e9e \u00e0 Shenyang en Chine du 21 au 26 juin 2013, a permis d\u2019op\u00e9rer les choix relatifs aux mat\u00e9riaux de second \u0153uvre\u00a0 et \u00e9quipements.<\/p>\n<p style=\"text-align: justify;\"><span>\u00a0<\/span><strong>2.1.1.2. Autres immeubles<\/strong><\/p>\n<p style=\"text-align: justify;\">Il s\u2019agit de 31 immeubles dont l\u2019\u00e9tat d\u2019avancement se d\u00e9cline globalement ainsi qu\u2019il suit\u00a0:<\/p>\n<p style=\"text-align: justify;\">i. 26 immeubles\u00a0 ont des fondations ex\u00e9cut\u00e9es \u00e0 90% (reste \u00e0 r\u00e9aliser le dallage du sol au RDC et le circuit de mise \u00e0 la terre)<\/p>\n<p style=\"text-align: justify;\">ii. 02 immeubles\u00a0 dont les travaux d\u2019\u00e9l\u00e9vations au RDC sont achev\u00e9s avec un d\u00e9but de coffrage de la premi\u00e8re dalle.<\/p>\n<p style=\"text-align: justify;\">iii. 02 immeubles\u00a0: premi\u00e8re dalle coul\u00e9e- d\u00e9but de coffrage et coulage des poteaux du 1er \u00e9tage<\/p>\n<p style=\"text-align: justify;\">iv. 01 immeuble\u00a0: terrassement plate forme en cours. Cette plateforme \u00e9tait occup\u00e9e par le hangar abritant les b\u00e9tonni\u00e8res.<\/p>\n<p><strong>\u00a02.1.2. ETUDES ET ACTIVITES CONNEXES<\/strong><\/p>\n<p style=\"text-align: justify;\">L\u2019\u00e9tude d\u2019am\u00e9nagement du site (VRD) est en cours de r\u00e9alisation par le BET BERIT, cocontractant de l\u2019Entreprise SNC Shenyang. Le rapport d\u2019\u00e9tape et les plans y relatifs ont fait l\u2019objet d\u2019un examen par l\u2019Equipe Sp\u00e9ciale de pilotage et de suivi du Programme au mois de juin. Ledit examen a donn\u00e9 lieu \u00e0 des observations. Une 2\u00e8me\u00a0 r\u00e9union d\u2019examen est pr\u00e9vue au cours de la semaine du 5 au 9 ao\u00fbt 2013\u00a0;<\/p>\n<p style=\"text-align: justify;\">Le rapport de pr\u00e9faisabilit\u00e9 de l\u2019\u00e9tude pour la mise en place d\u2019une centrale Biogaz et de plaques solaires pour l\u2019alimentation de l\u2019ensemble immobilier en \u00e9nergie \u00e9lectrique est en cours de finalisation. Il vient d\u2019\u00eatre soumis par le Consultant du MINHDU en charge de cette question \u2013ADESA- \u00e0 un bailleur ext\u00e9rieur sp\u00e9cialis\u00e9 dans la promotion des syst\u00e8mes favorables \u00e0 la pr\u00e9servation de l\u2019environnement (Clean Energy) en vue de l\u2019obtention d\u2019un financement\u00a0.<\/p>\n<p style=\"text-align: justify;\">Il convient, par ailleurs, de souligner que la fiabilit\u00e9 des constructions r\u00e9alis\u00e9es, au-del\u00e0 de l\u2019aspect purement technique qui incombe \u00e0 l\u2019Equipe Sp\u00e9ciale en attendant le recrutement d\u2019un Ma\u00eetre d\u2019\u0152uvre, est garantie par\u00a0:<\/p>\n<p style=\"text-align: justify;\">les contr\u00f4les g\u00e9otechniques et\u00a0 les essais sur les mat\u00e9riaux effectu\u00e9s par le LABOGENIE et qui font l\u2019objet de rapports hebdomadaires remis \u00e0 l\u2019Equipe Sp\u00e9ciale au cours de la r\u00e9union de chantier. Un rapport mensuel est adress\u00e9 par le Directeur G\u00e9n\u00e9ral de LABOGENIE au Ma\u00eetre d\u2019Ouvrage\u00a0;<\/p>\n<p style=\"text-align: justify;\">la v\u00e9rification de la conformit\u00e9 aux normes\u00a0 des mat\u00e9riaux et mat\u00e9riels utilis\u00e9s sur le chantier\u00a0 effectu\u00e9e par l\u2019ANOR.<\/p>\n<p style=\"text-align: justify;\">Il est important de relever qu\u2019au regard\u00a0:<\/p>\n<ul style=\"text-align: justify;\">\n<li>de la sp\u00e9cificit\u00e9 de ce Programme sur le plan du montage technique et financier\u00a0;<\/li>\n<li>de la n\u00e9cessit\u00e9 de prendre des options techniques compatibles avec le caract\u00e8re social qui le sous-tend\u00a0; et<\/li>\n<li>de l\u2019urgence qui caract\u00e9rise le Programme Gouvernemental en g\u00e9n\u00e9ral\u00a0;<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">le Ma\u00eetre d\u2019Ouvrage, anim\u00e9 par le souci d\u2019\u00e9viter les lacunes et les erreurs qui ont \u00e9maill\u00e9 les phases I et II du Programme Gouvernemental, s\u2019est vu contraint d\u2019adopter une d\u00e9marche particuli\u00e8re pour la conduite de l\u2019op\u00e9ration de Yaound\u00e9. C\u2019est ce qui justifie que le Devis Quantitatif et Estimatif (DQE) n\u2019ait \u00e9t\u00e9 approuv\u00e9 qu\u2019\u00e0 l\u2019issue de la r\u00e9alisation du gros \u0153uvre des deux immeubles t\u00e9moins.<\/p>\n<p style=\"text-align: justify;\"><strong>2.2- LES AUTRES OPERATIONS<\/strong><\/p>\n<p style=\"text-align: justify;\">La s\u00e9curisation des sites de Douala, Bafoussam, Bamenda et Sangm\u00e9lima devrait \u00eatre imminente les frais y aff\u00e9rents ayant \u00e9t\u00e9 d\u00e9bloqu\u00e9s.<\/p>\n<p style=\"text-align: justify;\">Les \u00e9tudes architecturales et techniques relatives aux op\u00e9rations de Douala et Limb\u00e9 sont en cours. Sous r\u00e9serve de la s\u00e9curisation et mise \u00e0 disposition du site de Douala au plus tard en fin juillet 2013, les travaux sur les deux sites pourraient \u00eatre lanc\u00e9s en fin d\u2019exercice ou au plus tard au d\u00e9but de l\u2019exercice prochain.<\/p>\n<p style=\"text-align: justify;\">Le lancement des \u00e9tudes relatives aux sites de Bafoussam, Bamenda et Sangm\u00e9lima, est pr\u00e9vu pour la fin de l\u2019exercice en cours.<\/p>\n<h5><span style=\"color: #008000;\"><strong>3- ETAT DES PAIEMENTS\u00a0\u00a0 \u00a0<\/strong><\/span><\/h5>\n<p style=\"text-align: justify;\">A ce jour, ont \u00e9t\u00e9 pay\u00e9s \u00e0 l\u2019Entreprise\u00a0:<\/p>\n<ul>\n<li style=\"text-align: justify;\">une avance de d\u00e9marrage repr\u00e9sentant 30% du financement global du projet\u00a0;<\/li>\n<li style=\"text-align: justify;\">le d\u00e9compte N\u00b01 d\u2019un montant de 5 Milliards destin\u00e9s \u00e0 l\u2019acquisition des engins et des mat\u00e9riaux de construction. De ce montant ont \u00e9t\u00e9 d\u00e9duits 30% au titre de remboursement de l\u2019avance de d\u00e9marrage\u00a0;<\/li>\n<li style=\"text-align: justify;\">le d\u00e9compte N\u00b02, \u00e9mis en janvier 2013, porte sur le m\u00eame montant et int\u00e8gre \u00e9galement le remboursement de 30% de l\u2019avance de d\u00e9marrage. A ce jour, la contrepartie du Cameroun qui repr\u00e9sente pr\u00e8s de 754 Millions n\u2019est pay\u00e9e que partiellement comme le montre l\u2019\u00e9tat de paiement du titre N\u00b0E787218 \u00e9mis par le MINFI et\u00a0\u00a0 \u00a0portant sur un montant de 300 Millions de francs CFA. Cette situation est de nature \u00e0 compromettre s\u00e9rieusement l\u2019accomplissement de la convention de pr\u00eat avec EXIM Bank China qui ob\u00e9it \u00e0 un \u00e9ch\u00e9ancier pr\u00e9cis.<\/li>\n<\/ul>\n<h5><span style=\"color: #008000;\"><strong>4 \u2013 ENTRAVES ET DIFFICULTES RENCONTREES<\/strong><\/span><\/h5>\n<p style=\"text-align: justify;\">La conduite du Programme de construction de 1500 logements sociaux sur financement de la R\u00e9publique Populaire de Chine est \u00e9maill\u00e9e d\u2019entraves et de difficult\u00e9s dues principalement \u00e0 la non observance, par les diff\u00e9rentes parties prenantes, des exigences du Cadre de Partenariat mis en place par le Premier Ministre, Chef du Gouvernement, lors du lancement du Programme Gouvernemental de construction de 10\u00a0000 logements sociaux et d\u2019am\u00e9nagement de 50\u00a0000 parcelles constructibles.<\/p>\n<p style=\"text-align: justify;\">Les lenteurs caract\u00e9ris\u00e9es dans la mise \u00e0 disposition des sites, le d\u00e9caissement de la contrepartie et du budget n\u00e9cessaire \u00e0 la conduite des op\u00e9rations, l\u2019amen\u00e9e des r\u00e9seaux d\u2019eau et d\u2019\u00e9lectricit\u00e9,\u2026 entravent s\u00e9rieusement les efforts faits par le Ma\u00eetre d\u2019Ouvrage pour donner suite aux attentes de la Haute Hi\u00e9rarchie. D\u2019o\u00f9 un certain retard dans l\u2019\u00e9volution des travaux. Le planning vient d\u2019\u00eatre r\u00e9ajust\u00e9 pour la troisi\u00e8me fois.<\/p>\n<p style=\"text-align: justify;\">En effet\u00a0:<\/p>\n<p style=\"text-align: justify;\">Les plans topographiques et les sites s\u00e9curis\u00e9s que la partie camerounaise a pour obligation de mettre \u00e0 la disposition de la partie chinoise ne sont pas tous disponibles.\u00a0 Les devis de s\u00e9curisation, \u00e9labor\u00e9s par les services du MINDCAF, ont \u00e9t\u00e9 transmis au MINHDU pour prise en charge. Mais malgr\u00e9 les multiples descentes sur le terrain, et la d\u00e9l\u00e9gation des cr\u00e9dits n\u00e9cessaires l\u2019on observe des lenteurs dans l\u2019ex\u00e9cution des proc\u00e9dures. Le plan du site de Douala en particulier, attendu depuis le d\u00e9but de l\u2019exercice 2013,\u00a0 et malgr\u00e9 de multiples relances, ne nous a toujours pas \u00e9t\u00e9 communiqu\u00e9. Or, les \u00e9tudes auraient d\u00fb d\u00e9marrer en mars 2013 en pr\u00e9vision du lancement des travaux de construction proprement dits en juillet 2013\u00a0;<\/p>\n<p style=\"text-align: justify;\">La deuxi\u00e8me contrainte identifi\u00e9e qui a retard\u00e9 l\u2019\u00e9volution des travaux, est l\u2019amen\u00e9e des r\u00e9seaux non effective \u00e0 ce jour malgr\u00e9 les multiples concertations avec les concessionnaires (AES SONEL, CAMTEL, CAMWATER). Hormis CAMTEL qui a dress\u00e9 le devis relatif \u00e0 sa composante et qui a pr\u00e9vu une partie du financement dans le budget 2013 se conformant ainsi aux prescriptions du Cadre de Partenariat sus \u00e9voqu\u00e9, CAMWATER et AES SONEL se sont content\u00e9s de transmettre leurs devis au Ma\u00eetre d\u2019Ouvrage conditionnant leur intervention par le paiement pr\u00e9alable des prestations. Il y a lieu de souligner que les besoins en \u00e9nergie \u00e9lectrique ont, jusqu\u2019\u00e0 pr\u00e9sent \u00e9t\u00e9 couverts par des groupes \u00e9lectrog\u00e8nes dont le gasoil est \u00e0 la charge du Ma\u00eetre d\u2019Ouvrage. De plus, si cette alternative permettait de satisfaire les besoins pour la construction\u00a0 des deux immeubles t\u00e9moins, elle est loin de r\u00e9pondre aux besoins qu\u2019induit la r\u00e9alisation en cours de 31 immeubles ;<\/p>\n<p style=\"text-align: justify;\">La troisi\u00e8me contrainte, et probablement la plus d\u00e9terminante, a trait \u00e0 la faiblesse des moyens financiers mis \u00e0 la disposition du Ma\u00eetre d\u2019Ouvrage et les retards de d\u00e9blocage des fonds n\u00e9cessaires \u00e0 la conduite des op\u00e9rations.<\/p>\n<h4><span style=\"color: #008000;\"><strong>\u00a0CONCLUSION\u00a0<\/strong><\/span><\/h4>\n<p style=\"text-align: justify;\">Eu \u00e9gard \u00e0 ce qui pr\u00e9c\u00e8de, et dans le souci d\u2019honorer les engagements du Gouvernement vis-\u00e0-vis de la partie chinoise, le MINHDU, Ma\u00eetre d\u2019Ouvrage du Programme, a eu \u00e0 prendre des dispositions particuli\u00e8res lui permettant notamment de pallier \u00e0 l\u2019absence d\u2019eau et d\u2019\u00e9lectricit\u00e9 sur le site.<\/p>\n<p style=\"text-align: justify;\">C\u2019est ainsi que deux forages ont \u00e9t\u00e9 r\u00e9alis\u00e9s sur pr\u00e9financement de la partie chinoise et ont permis jusqu\u2019\u00e0 pr\u00e9sent d\u2019alimenter le chantier. Parall\u00e8lement, l\u2019\u00e9tude permettant le recours aux \u00e9nergies renouvelables a \u00e9t\u00e9 engag\u00e9e.<\/p>\n<p style=\"text-align: justify;\">L\u2019optique \u00e9tant finalement d\u2019affranchir le projet des contraintes impos\u00e9es par l\u2019absence de r\u00e9action des deux op\u00e9rateurs que sont AES-SONEL et CAMWATER, il est envisag\u00e9 de\u00a0:<\/p>\n<ul style=\"text-align: justify;\">\n<li>R\u00e9aliser deux forages suppl\u00e9mentaires afin d\u2019assurer un d\u00e9bit d\u2019eau permettant la satisfaction des besoins de l\u2019ensemble immobilier (logements, \u00e9quipements collectifs, \u2026)\u00a0;<\/li>\n<li>R\u00e9aliser une station de traitement de l\u2019eau afin de rendre l\u2019eau capt\u00e9e potable car selon les analyses du Centre Pasteur elle pr\u00e9sente un taux de fer sup\u00e9rieur \u00e0 la normale\u00a0;<\/li>\n<li>Construire un ch\u00e2teau d\u2019eau pour le stockage de l\u2019eau trait\u00e9e.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">Le financement des forages suppl\u00e9mentaires et de la station de traitement de l\u2019eau sera assur\u00e9 par le Fonds d\u2019Urgence g\u00e9r\u00e9 par la SIC. L\u2019autorisation de passer de gr\u00e9 \u00e0 gr\u00e9 les contrats y aff\u00e9rents a \u00e9t\u00e9 demand\u00e9e au MINMAP par correspondance du 06 juin 2013. La r\u00e9action est attendue.<\/p>\n<p style=\"text-align: justify;\">Les \u00e9tudes visant l\u2019alimentation du site (le chantier dans un premier temps, puis les logements dans un deuxi\u00e8me temps) en \u00e9nergie \u00e9lectrique \u00e0 partir de sources d\u2019\u00e9nergies renouvelables (Biogaz, Solaire,\u2026) sont en cours de finalisation. Comme indiqu\u00e9 plus haut, il est envisag\u00e9 le recours \u00e0 un financement ext\u00e9rieur pour la mise en place du dispositif. L\u2019\u00e9tude de pr\u00e9faisabilit\u00e9 est \u00e9labor\u00e9e \u00e0 cet effet\u00a0;<\/p>\n<p style=\"text-align: justify;\">S\u2019agissant de l\u2019alimentation du chantier en \u00e9nergie \u00e9lectrique en vue de l\u2019am\u00e9lioration du rythme d\u2019\u00e9volution des travaux, le Directeur G\u00e9n\u00e9ral de la SIC, sur instruction du Ma\u00eetre d\u2019Ouvrage, vient d\u2019effectuer sur le Fonds d\u2019Urgence le virement de pr\u00e8s de 28 Millions de francs CFA \u00e0 AES SONEL pour l\u2019installation d\u2019une ligne moyenne tension.<\/p>\n<p style=\"text-align: justify;\">Par ailleurs, le cadre de partenariat mis en place au d\u00e9marrage du Programme Gouvernemental s\u2019\u00e9tant r\u00e9v\u00e9l\u00e9 inop\u00e9rant, il serait indiqu\u00e9, pour la bonne ex\u00e9cution du projet financ\u00e9 par la R\u00e9publique Populaire de Chine, de doter le MINHDU des moyens n\u00e9cessaires \u00e0 l\u2019accomplissement de ses obligations.
