{"id":17399,"date":"2024-09-23T10:49:23","date_gmt":"2024-09-23T08:49:23","guid":{"rendered":"https:\/\/www.minhdu.gov.cm\/?p=17399"},"modified":"2024-09-23T10:49:47","modified_gmt":"2024-09-23T08:49:47","slug":"location-accession-a-la-propriete-immobiliere","status":"publish","type":"post","link":"https:\/\/www.minhdu.gov.cm\/location-accession-a-la-propriete-immobiliere\/","title":{"rendered":"Location-accession \u00e0 la propri\u00e9t\u00e9 immobili\u00e8re"},"content":{"rendered":"\n<p>Le Gouvernement offre des facilit\u00e9s<\/p>\n\n\n\n<p>La c\u00e9r\u00e9monie de signature des projets d\u2019arr\u00eat\u00e9s conjoints Minhdu\/Minfi fixant les plafonds des revenus pour l\u2019acc\u00e8s aux logements sociaux ainsi que les taux minima et maxima d\u2019affectation de la redevance dans la location-accession au Cameroun&nbsp;s\u2019est tenue le 20 septembre 2024 au Minist\u00e8re de l\u2019Habitat et du D\u00e9veloppement urbain.<\/p>\n\n\n\n<p>Fixer les conditions de location et de location-accession aux logements construits ou en cours de construction dans le cadre du Programme Gouvernemental de construction de 10 000 logements sociaux et d\u2019am\u00e9nagement de 50 000 parcelles constructibles \u00e0 travers le pays ainsi que de tous les projets de logements lanc\u00e9s par le gouvernement. C\u2019est l\u2019objectif vis\u00e9 par les projets d\u2019arr\u00eats conjoints MINHDU\/MINFI sign\u00e9s ce 20 septembre 2024.<\/p>\n\n\n\n<p>Lesdits logements sont depuis mis en commercialisation \u00e0 travers un Mandat de gestion sign\u00e9 depuis le 30 d\u00e9cembre 2019 entre l\u2019Etat du Cameroun repr\u00e9sent\u00e9 par le Minist\u00e8re de l\u2019Habitat et du D\u00e9veloppement urbain et le Minist\u00e8re des Domaines, du Cadastre et des Affaires Fonci\u00e8res d\u2019une part, et d\u2019autre part la Soci\u00e9t\u00e9 Immobili\u00e8re du Cameroun (SIC). Ce mandat de gestion pr\u00e9voit trois modes de commercialisation \u00e0 savoir&nbsp;: la location simple, la location accession et la vente.<\/p>\n\n\n\n<p>Les projets d\u2019arr\u00eat\u00e9s conjoints MINHDU\/MINFI sign\u00e9s ce 20 septembre 2024 viendront ainsi clarifier les zones d\u2019ombre et fixer les plafonds des revenus pour l\u2019acc\u00e8s aux logements sociaux au Cameroun et les taux minima et maxima d\u2019affectation de la redevance dans la location-accession \u00e0 la promotion immobili\u00e8re. Ces projets de texte, il faut le rappeler, sont essentiellement tir\u00e9s des dispositions de la loi n\u00b02009-010 du 10 juillet 2009 r\u00e9gissant la location-accession \u00e0 la propri\u00e9t\u00e9 immobili\u00e8re et de l\u2019arr\u00eat\u00e9 N\u00b00009\/E\/2\/MINDUH du 21 ao\u00fbt 2008 fixant les normes d\u2019habitat social.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"768\" src=\"https:\/\/www.minhdu.gov.cm\/wp-content\/uploads\/2024\/09\/WhatsApp-Image-2024-09-20-at-15.45.55-1024x768.jpeg\" alt=\"\" class=\"wp-image-17404\"\/><\/figure>\n\n\n\n<p>La mise en \u0153uvre du projet d\u2019arr\u00eat\u00e9 sur les plafonds oriente les plafonds de revenus susceptibles de garantir l\u2019acquisition des logements et le respect de l\u2019\u00e9ch\u00e9ance de paiement. Ainsi donc, le plafond des revenus pour l\u2019acc\u00e8s aux logements sociaux est tir\u00e9 de la phase exp\u00e9rimentale des programmes en cours qui sont les premiers du genre et peuvent \u00eatre consid\u00e9r\u00e9s comme cas d\u2019\u00e9cole.<\/p>\n\n\n\n<p>Pour ce qui est du projet d\u2019arr\u00eat\u00e9 conjoint MINHDU\/MINFI fixant le taux minima et maxima d\u2019affectation de la redevance dans la location-accession, la redevance est la contrepartie du droit d\u2019option de l\u2019acc\u00e9dant. Elle comporte une partie correspondant aux droits de l\u2019acc\u00e9dant \u00e0 la jouissance du logement et une partie correspondant au paiement anticip\u00e9 du prix du logement. Ainsi donc, les taux minima et maxima de la redevance correspondent \u00e0 la quotit\u00e9 cessible ou saisissable des revenus des acc\u00e9dants.<\/p>\n\n\n\n<p>Pour le Ministre C\u00e9lestine Ketcha Court\u00e8s qui pr\u00e9sidait la c\u00e9r\u00e9monie en compagnie de son homologue, Louis Paul Motaze, Ministre des Finances, l\u2019application de ces arr\u00eat\u00e9s permettront de toucher les couches les plus vuln\u00e9rables de la population. \u00ab&nbsp;Il s\u2019agit d\u2019une \u00e9tape importante de notre engagement \u00e0 adresser la probl\u00e9matique du logement dans nos villes, notamment la propri\u00e9t\u00e9 immobili\u00e8re\u2026 Ce projet s\u2019\u00e9rige avec la pr\u00e9tention de r\u00e9pondre \u00e0 une partie de l\u2019attente forte des populations.&nbsp;\u00bb, a-t-elle indiqu\u00e9. \u00ab&nbsp;Le Gouvernement\u2026., a-t-elle poursuivi, \u00e0 la lumi\u00e8re du cap sus&nbsp;\u00e9voqu\u00e9 et fix\u00e9 par la Tr\u00e8s Haute Hi\u00e9rarchie, s\u2019est engag\u00e9 \u00e0 concevoir et r\u00e9aliser des programmes immobiliers pour promouvoir l\u2019inclusion et faire en sorte que les citadins profitent \u00e9quitablement des opportunit\u00e9s offertes par la ville, car, la ville que nous voulons b\u00e2tir est celle qui \u00e9vite de produire \u00e0 grande \u00e9chelle de \u00ab&nbsp;laiss\u00e9s-pour-compte&nbsp;\u00bb en remplissant sa fonction sociale et en garantissant l\u2019association de tous.&nbsp;\u00bb<br>Ces projets des textes conjoints sont le fruit de plusieurs concertations entre les acteurs dont le MINHDU, le MINFI, MINDCAF, MINEPAT, la SIC, la MAETUR, les promoteurs et agents immobiliers, qui a permis de prendre en compte toutes les pr\u00e9occupations et contributions. D\u2019o\u00f9 l\u2019appel du ministre de l\u2019Habitat et du D\u00e9veloppement urbain pour la poursuite d\u2019une synergie d\u2019actions entre les acteurs concern\u00e9s. Car a-t-elle martel\u00e9&nbsp;: \u00ab&nbsp;Chaque logement d\u00e9cent construit est un pas de plus vers les villes sures et r\u00e9silientes, et au bout du compte, vers l\u2019\u00e9mergence.
